Regional Development Strategy Construction in the Context of the Socio-Economic Partnership Based on the SMART Specialization

Based on the analysis of modern trends in the investment development and the system of socio-economic
partnership in the Donetsk People's Republic, an organizational mechanism for implementing the regional development strategy, taking into account the SMART specialization, is presented. Promising economic specialization is determined by a set of economic activities in which the region has competitive advantages on the basis of the decomposition of strategic goals and development strategies based on the regional development scenarios by the implementation through development programs. This strategy presupposes a systemic transition from the existing decision-making model to the model for the development of budgetary and investment funds in strategic basic directions of development in accordance with the developed programs of the region socio-economic development, which, along with the formation of innovative clusters, will contribute to the implementation of the competitive potential of the territory. The development strategy makes it possible to take into account the current status of the region in the process of the strategic planning and provide directions for its improvement. The implementation of this development potential will contribute to the formation and implementation of cluster initiatives, form an effective cluster policy, incorporated into the strategies and programs of socio-economic development, taking into account the SMART specialization of the region. An algorithm for the formation of a regional development strategy within the framework of the implementation of socio-economic partnership projects is developed. It determines the process of the strategy development, its logical sequence and the formation of the optimal option for making managerial decisions in the context of concluding social and economic partnership agreements, the basis for which is the model for implementing the regional development strategy based on the promising economic specialization.
