Methodology for Assessing the Readiness of the Public Administration System in the Field of the Healthcare if the DPR for Digitalization

The healthcare of the Donetsk People's Republic is currently starting a gradual transition to the digital technologies. The success of the implementation of the healthcare digitalization initiatives directly depends on the readiness degree of the public administration system for digital transformation. In these conditions, the issues of assessing the readiness degree of the public administration system in the field of the healthcare for digitalization at all hierarchical levels are of particular relevance.
To be able to develop a unified methodological approach to assessing the system readiness for digitalization, this study proposes a unified assessment model, including a system of indices and indicators. The methodology presents two complementary methodological approaches.
The first methodological approach includes two enlarged complementary modules:
1) an assessment of the potential of the public administration system in the field of the healthcare in the DPR for digitalization (a separate medical institution);
2) an assessment of the actual achievement result of the digitalization level of production processes by a medical institution.
The second methodological approach allows you to determine the readiness and the digitalization level of the study object based on the results of calculations according to the first methodological approach.
The results obtained using two methods are verified with an assessment of the data objectivity, regarding the readiness of the public administration system in the field of the healthcare in the DPR for digitalization.
Approbation of the methodology at the digitalization facility (Department of General Surgery of the Institute of Emergency and Reconstructive Surgery named after V. K. Gusak) showed that the integral index for assessing the readiness of the public administration system in the field of the healthcare in the DPR for digitalization was 15 points or 75 %. This indicates that the object of assessment does not fully meet the criteria of relevance, understandability, consistency, completeness and reliability. In this regard, the issue of the need to develop a roadmap for the development of the digitalization in this particular medical institution should be considered.
The two methodological approaches presented within the framework of the methodology for assessing the readiness of the system for the digitalization have a high degree of objectivity and are relevant to each other, which is confirmed by the corresponding calculations and subsequent verification of their results. One of the positive aspects of the proposed methodology is the possibility of scaling calculations, which makes it possible both to assess the readiness of a single object for digitalization and to carry out a comprehensive calculation of the entire system.
