Formation and Management of the Population Consumer Expenditure in the Donetsk People's Republic

An effective social policy is one of the main factors of the sustainable development, which consists in ensuring a high level and life quality of the population. In the conditions of the military conflict on the territory of the Donetsk People's Republic, significant impoverishment of the population and the escalation of the social tension in the society, the monitoring of the pensioners living standards should become a permanent component of the economic policy at all levels of the government. The level of the living wage and, respectively, the basket of goods are the basic socio-economic indicators of the living standard.
The gap between the structure indicators of the consumer basket of the population socio-demographic groups in Donetsk is due to the fact that when calculating, not average annual prices were used, but prices for goods or services as of a specific date, as well as taking into account the inflation.
To measure the degree of transformations in the structure of the consumer expenditure, the analysis of the structure of the consumer basket per capita in Donetsk for 2019–2020 was conducted. As a result, it was concluded that the growth rates of the component values of the consumer basket increased significantly in the second period compared to the first.
The calculation of the values of the K. Gatev and A. Salai coefficients testifies to insignificant changes in the structure of the consumer basket per capita in Donetsk in the studied periods.
It is assumed that further changes in the consumer basket size in the Donetsk People's Republic will be associated with the inflation rate in the Russian Federation. Consequently, the change in prices for goods and services in the consumer basket of the Donetsk People's Republic will not be lower than the inflation rate in the Russian Federation. Recommendations for slowing down the inflation rate are offered. A procedure for calculating the living wage for the Donetsk People's Republic is proposed.
