Innovative Development Model of States with Special Political Status

The states with special political status are partially or completely politically and economically cut off from the rest of the world, which imposes significant restrictions on the opportunities for the economic development. Since the modern development of the economy and society is based on the increasing role and significance of the intellectual capital and knowledge as new production factors, the materialization of which is carried out through the introduction of innovations, and the ability of states to generate new knowledge and use it effectively in production as one of the main factors of the economic growth, then the formation of a reference model of the innovative development of states with a special political status should imply a transition to the knowledge economy, in order to determine the potential for transition to which it is important to assess the compliance of such states with its requirements. For this, 5 groups of criteria such as the human and scientific potential; the digital potential; the innovation potential; the institutional capacity; the potential to overcome barriers of the special status are proposed. The author's methodological approach is based on determining the full (+) or partial (+/– or –/ +) compliance or non-compliance (–) with the developed groups of criteria that form a reference model of the innovative development of states with a special political status.
Based on the results of the reference model implementation, it was concluded that the countries which have overcome the special status barriers and have implemented the unique development models with an emphasis on the high-tech and knowledge-intensive sectors of the economy, have the most complete compliance. For most other states, high innovation activity and systemic innovation are not the basic priority of the economic development. The innovative development model of the economy of states with a special political status should combine the effective determination of the strategic direction of their development with the solution of issues of at least partial recognition, the choice of competent tools to achieve the main tasks and goals of the national importance.
