Comprehensive mechanism for the State Policy Implementation in the Field of Passenger Transportation as a Vector of the Donetsk People's Republic Economic Development

In the course of the study, the features of the complex mechanism functioning for the implementation of the Donetsk People's Republic state policy in the field of the passenger transportation are considered. The purpose and functions of the state policy, as well as the main problems of the passenger transport functioning in the Donetsk People's Republic, are identified.
The passenger transport unprofitability in the Donetsk People's Republic led to the impossibility of the fixed assets and rolling stock renewing, uncompetitiveness in the transport services market, the provision of low-quality transport services. All this constrains the pace of the transport system development and reduces the economy and management efficiency.
The purpose of the mechanism functioning for the state policy implementation in the field of the passenger transportation is to increase the consistency of the passenger transport enterprises work in the preparation of plans, traffic schedules, as well as the provision of high-quality transport services.
The existing mechanism for the state policy implementation in the field of the passenger transportation is imperfect, which is expressed, in particular, in such negative phenomena as low level and delay in financing; low level of the transport companies motivation to provide the high-quality passenger service; lack of the integrated approach to solving transport problems of the Donetsk People's Republic cities; lack of approaches to assessing the effectiveness of the functioning and development of the passenger transportation sphere in the Donetsk People's Republic.
A way out of the situation is possible only by improving the management system of both the transport complex as a whole and transport individual. One of the ways to improve the management system of passenger transport enterprises is to introduce program-targeted management into a comprehensive mechanism for implementing the state policy in the field of passenger transportation.
