Efficiency Determination of the Urban Bus Transportation Management

The transport industry is a complex system that performs the function of the Republic socio-economic stability and ensuring the safety and comfort of its residents.
In every developed city in the world, the basis of the passenger transport system is automobile transport, which plays an important role and serves as a fundamental factor in ensuring socio-economic stability and development of the entire urban area and population mobility.
In recent years, the passenger bus transport sector has seen changes both in the passenger transport management system and in the technology of providing transport services. The basic principles of the passenger transportation in the new situation are determined. The primary task is to develop recommendations to ensure the efficiency of the urban bus transportation management, taking into account the satisfaction of the population’s needs for transport services in accordance with quality standards.
Despite a significant amount of research on this issue, existing methods for determining the efficiency of passenger transport management are incomplete. The difficulty lies in the lack of uniformity in defining the criteria for the efficiency of the passenger transport management on urban bus routes. The work defined the structure of indicators of the efficiency of the passenger transportation management, among which such indicators as the quality of transport services, environmental safety, organizational and technical components, and technical and economic components were established. To determine the significance of each of the indicators, a selection of indicators of the effectiveness of passenger transportation management was made using the pairwise comparison method. The use of the pairwise comparison method made it possible to take into account the degree of influence of each of the indicators of the management efficiency criterion on its final value and to determine numerical estimates of the management efficiency option.
Thus, in this work a study of the efficiency level of the passenger transportation management on urban bus routes was conducted. It is revealed that the alternative criterion for the efficiency of passenger transportation management is the one that has the highest value of the indicator “quality of transport service”, which directly affects this value. Recommendations are proposed to improve the efficiency of the passenger transportation management on city bus routes: improving environmental safety, improving vehicle comfort, adhering to bus schedules, improving bus stop equipment, and reducing the level of occupancy in the bus.
