The article substantiates the need to develop the sphere of intellectual property in the annexed territories of the Russian Federation.
Based on the research performed, it is determined that the basis for the innovative and technological development of the state is the condition for the development of the sphere of intellectual property.
The development of the sphere of intellectual property in the constituent entities of the Russian Federation is carried out on the basis of building regional IP management systems that take into account the specific social and economic conditions of the subject.
For successful integration into the Russian Federation and compliance with all-Russian trends in the economic and technological development, a regional IP management system must be built in the newly annexed territories, which will contribute to the development of the environment favourable for invention and commercialization of innovations and the achievement of target indicators of innovative and technological development by subjects.
The construction of regional IP management systems for subjects must be carried out taking into account regional characteristics and the use of the best practices of leading subjects in the field of IP.
The analysis of the experience of building and functioning of regional IP management systems allowed us to develop our own approach to the formation of regional IP management systems of annexed territories, namely, to determine the stages of formation of the system and the content of the system elements. This approach allows us to most fully take into account the basic conditions for the formation of IP management systems in the DPR, LPR, Zaporozhye and Kherson regions, as well as provide conditions for achieving the effectiveness of the activities of these systems, which will be determined by the degree of achievement of target indicators for the development of IP areas in these subjects.
It was also determined that the Unified IP management system of the DPR, LPR, Zaporozhye and Kherson regions, in which the management of rights to intellectual property of these subjects would be carried out by a single Authorized Body, cannot be formed under the existing conditions, and the degree of centralization of the system will be determined in dynamics by the degree of «Maturity» of the IP sector in the regions. Currently, the degree of centralization is assumed to be maximum.
