Innovation as the Basis for the Development of Social and Economic Systems

In modern conditions of economic development, innovative activity becomes important for creating the conditions for the economic development of the country and the successful economic activity of enterprises. Innovations perform economic, environmental and social functions, covering all aspects of society, determining the competitiveness of states and enterprises. The development of innovative activity becomes the goal not only of the enterprises themselves, but also a task at the state level.
It is advisable to distribute the tasks set within the framework of the innovative development among the management levels of the system, while delegating them to a higher level only if it is impossible to solve or if the solution requires much more resources and time.
The main aspect of the industrial innovative development is structural changes in the economies of developed countries. Innovative development can be represented as a mechanism for the creation and commercialization of innovation in specific production and non-production systems. It is possible to use a raw material model of economic growth, in which the bulk of income is generated in the extractive industry, only in conditions of a stable external environment and within a short period of time.
The work carries out an analytical study to establish the relationship between the expenditures of states on the development of innovation activities and their socio-economic development. The analysis of the financing of scientific research and development in the Russian Federation is carried out, the main directions of the state policy within the framework of the innovative development are presented, and the main trends of Industry 4.0 are studied.
