Formation of the Sustainable Development Strategy of Industrial Enterprises

The industrial enterprises of the Donetsk People’s Republic operate in a permanent crisis. The impact of military operations, economic blockade, the COVID-19 pandemic and other political, economic and social factors form the conditions for the functioning of industrial enterprises, in which it is difficult to ensure efficiency and create a basis for sustainable development.
The negative impact of external factors causes the loss of the industrial enterprise internal stability as a system, which entails the efficiency loss, the decrease in competitiveness, the decrease in growth potential and, as a result, development opportunities. Under these conditions, the problem of the industrial enterprise effectiveness increase, the solution of which is the formation of the sustainable development strategy that allows us to achieve the planned results of the industrial enterprise in the unstable environment, is of particular relevance.
Based on the studies conducted, it is determined that the main tool that allows an industrial enterprise in a turbulent external environment to determine the direction of activity, targets, to develop an action plan to achieve the goals, while maintaining the ability to maintain a high level of competitiveness and not lose sustainability parameters, is a strategy.
The formation of the sustainable development strategy of the industrial enterprise is carried out in the framework of strategic planning, which is reflected in the conceptual scheme of strategic planning and management of the sustainable development of the industrial enterprise. However, industrial enterprises operate in an unstable external environment, when the evolutionary approach, extrapolation forecasts and plans that are built according to the «incremental» methods cannot ensure the correct orientation in the environment and the preparation of the enterprise for the future, and, consequently, survival. Thus, there is an objective need to introduce a proactive management component into the strategic planning circuit when forming an enterprise sustainable development strategy.
The study presents the elements of the conceptual scheme of the proactive management system of the industrial enterprise strategic development. The proposed approach to the formation of the enterprise sustainable development strategy using the proactive management component will reduce the risks caused by the unstable external environment, ensure an increase in the sustainability parameters of the industrial enterprise as an open system and will create prerequisites for its sustainable development in the long term.
