On Increasing the Information Content of Intellectual Property Accounting Systems of New Subjects of the Russian Federation

Abstract

The creation of systems for managing rights to the results of intellectual activity, including equivalent means of the individualization, in the constituent entities of the Russian Federation is one of the main tasks of the regions for the purposes of their innovative and technological development. The solution to this problem is extremely important for the newly annexed territories of the Russian Federation, which are just beginning to integrate into the legislative field of the Russian Federation.

To solve this problem, the author studied the issues of forming an optimal and rational model form of the source of the information content for the systems of accounting for intellectual property objects in the newly annexed regions, as well as the content of this source.

The recommendations were based on an analysis of the forms and content of information maps of both the systems for recording intellectual property objects created in the regions of the Russian Federation and the maps used to fill the information in the Unified State Information System for Recording Research, Development, and Technological Work. The latter was explained by the fact that when creating the regional information accounting system (RIAS), Rospatent recommended providing for their interconnection with the Unified State Information Accounting System.

Based on the results of the conducted research, a rating of the information content of the IC was compiled, taking into account the amount of information contained in them on intellectual property objects, which showed that for the information content of the RIAS of new subjects of the Russian Federation, the most appropriate is the use of information maps of the Ministry of Education and Science of Russia. However, in order for the use of these maps to be finally recommended in the RIAS of the newly annexed territories, it was necessary to consider the issue of coordinating the information contained in them with the operation of the OIS accounting system in general.

The analysis of the information alternation order on the intellectual property objects established in the IC of the Ministry of Education and Science of Russia revealed the fact that from the point of view of the order of entering this data into RIAS it is not entirely correct. In this regard, the information about the OIS is systematized (organized) and the order of its input into the RIAS is determined from the position of the most acceptable perception by the user of the system of the data embedded in it.

Based on the results of the conducted research, it was proposed to use the Ministry of Education and Science of Russia as the intellectual property maps for filling the information systems of the new subjects of the Russian Federation with intellectual property.
