Prospects for the Development of the «Smart» Cities in Donetsk People's Republic

Abstract

The article substantiates the need for the transition of the cities of the Donetsk People's Republic to the status of «smart» ones, which will allow to reach a qualitatively new level of socio-economic development. The existing models of the transition to «smart» cities as a territorial entity, in which information and communication technologies are used in various fields to improve the quality of the population life, are studied. The stages of the transition to the «smart» city on the example of Donetsk are offered. They include the strategy development of the Donetsk «smart» city; the substantiation of programs and projects aimed at transforming Donetsk into a «smart» city; the implementation of digitalization on the basis of a centralized transition model to the «smart» city; the use of developments in the field of information and communication technologies.

The recommendations on the possibility of implementing the best foreign practices are developed, namely: the main focus should be on promoting cooperation between the public and private sectors, as well as the population of the city, which will enable the formation of a digital society; the information about the urban environment should be transparent and accessible to citizens through an open data portal or mobile application that will allow residents to interact with data sets and understand what they are used for and how they affect the development of the «smart» city; the residents should be able to make all housing and tax payments using digital applications; to address the issue of storage and security of personal data, to prevent interference with the privacy of citizens, that is, the information collected must be anonymous, not public.
