Application of State Regulation Economic Instruments in the Higher Education System of the Russian Federation

The state policy in the higher education system is one of the key instruments for shaping social development. It covers a wide range of areas, including financing, management and regulation, control and monitoring of educational institutions, as well as the development of strategic plans and programs for the development of education. However, for the effective implementation of the state policy in the higher education system, it is necessary to take into account a number of features and patterns. Higher education is one of the key elements of the state development. In Russia, a number of laws and government documents regulates the state policy in the field of higher education. The issue of implementing the state policy in the higher education system remains relevant. This article examines the implementation of the state policy in the higher education system in the Russian Federation.
The implementation of the state policy in the higher education system in the Russian Federation is considered. The main directions of state policy are described, such as improving the quality of education, supporting scientific research and innovation, developing a system of state support for students and financing higher educational institutions. Thus, the implementation of state policy in the higher education system in the Russian Federation is aimed at improving the quality of education, supporting scientific research and innovation, development of a system of state support for students and financing of higher education institutions. The question of the effectiveness of this policy implementation remains open and requires further research. The state policy in the higher education system in the Russian Federation is aimed at achieving the goals of the country’s socio-economic development. It is based on the principles of accessibility, quality, social orientation and competitiveness of higher education. The implementation of the state policy in the higher education system has its own patterns, including the adoption of state development programs, monitoring and evaluation of effectiveness, taking into account the public opinion and cooperation with international organizations. The state policy in the higher education system is a key tool for shaping social development. But for its effective implementation, it is
necessary to take into account a number of features and patterns, including the complex nature, long-term nature, the principle of social justice, international standards and requirements, as well as the needs of the labour market and social development. Only by observing these features and patterns can the effective development of higher education be achieved and ensure its compliance with the needs of the modern society.
To implement the principles of accessibility, quality, social orientation and competitiveness of higher education, measures were taken to increase the number of budget places in universities, transition to the Bologna education system, develop a system of state support for higher education, create and develop innovation centers, develop a system of distance education and online education courses, as well as cooperation with international organizations and universities.
