Method Development for the Deterministic Risk Assessment of the Military Activities Impact on the Human Health and the Environment

The main problem in analyzing the environmental safety state of the object of any level of complexity, including military activity, is a quantitative assessment of the impact degree of a certain negative factor of the system and the likelihood of negative consequences of the «object-environment» interaction. The most efficient and flexible method for such an assessment is the concept of the environmental risk. On the basis of the environmental risk assessment methodology, theoretical provisions for a deterministic risk assessment of the impact of the military activities on humans and the environment in peacetime during screening studies are developed. The use of the deterministic data allows us to get the final result in the form of a risk value, which is enough to compare with the tabular value and take measures to achieve its desired value.
The above version of the risk assessment based on the developed methodology allows us to draw the following conclusions:
- There is no threat to the health of military personnel who are on the territory of the firing ground only during the duty hours for the entire period of service, and for military personnel who live on the territory of the firing ground, it is within acceptable limits for this risk category.
- The proposed risk assessment technique allows us to calculate the potential threat for all categories of the personnel located at the firing ground.
- The results of the risk assessment make it possible, if necessary, to take preventive measures to eliminate the threat to the health of the military personnel, as well as to predict this threat.
- The results of the risk assessment can be used during the calculation of financial compensation for harm to the health of the military personnel.
