Cooperation between Government Bodies and Higher Education Institutions in Russia

Abstract

This article presents the analysis results of the higher education governance system in the Russian Federation. There are still significant gaps and contradictions in management practice, despite the existence of the legislative framework and state programs aimed at improving the quality and accessibility of education. This is particularly evident at the level of interaction between federal and regional authorities, where there is no clearly defined system for the participation of Russian regions in the governance of federal universities. This reduces regional involvement in the development of educational infrastructure and limits opportunities for adapting education to local socioeconomic needs.

Regionalization of education, despite its fundamental importance, is developing slowly, and the tools for its implementation remain insufficiently developed. In this regard, the need to introduce new organizational forms of management, such as coordinating management and network structures, which allow for more effective use of the potential of regional universities and strengthening their ties with employers, local authorities and public organizations, becomes obvious.

Funding of educational programs, including the state program "Education Development", demonstrates significant resources allocated to the development of the system; however, their effective distribution and use requires closer coordination between levels of government. Forecasts for growth in the number of students and teaching staff in the field of general and secondary vocational education also highlight the importance of timely planning and adapting educational programs to the real needs of the labour market.
