Economic Development Factors of Housing and Communal Services in the Donetsk People’s Republic

The article presents the essence interpretation of the housing and communal services, characterizes the housing and communal services market of the Donetsk People’s Republic, in particular, it defines the functioning features of the housing and communal services. It is proved that the market of housing and communal services is directly affected by the state of fixed assets, since a significant part of them belongs to the housing sector. The total area of the housing stock of the DPR as of January 1, 2022 was 35,875 million m2. The total area of the housing construction of the communal form of ownership is 29,9 million m2. Maintenance and operation of the housing stock is carried out by 79 enterprises of various forms of ownership, of which 28 are private.
Based on the statistical analysis carried out, it can be concluded that most of the housing and communal services sub-sectors operate inefficiently due to insufficient funding. The article considers one of the problems of insufficient funding – non-payment by the population of consumed housing and communal services, as well as factors influencing non-payment.
In order to identify the priority areas in the implementation of the socio-economic development policy of the housing and communal services sector, a set of evaluation parameters for housing and communal services was formed, on the basis of which the indicators of the development index were determined, and the directions for modernizing the sphere of housing and communal services were developed.
