Development of the Methodology for the Integral Estimation of the Personnel Management Effectiveness in the Organization

Modern socio-economic transformations in the Donetsk People's Republic cause an increased interest in the personnel management of the organizations with a social orientation. It is precisely such an area, one of the priorities in the implementation of the state social policy, that is the state social insurance, the development of which is subject to the crisis impacts, despite restructuring and structural transformations of the organizational nature.
The effective management in the context of structural changes involves the introduction of sound fundamental approaches and the construction of the effective support for the personnel management, which is a set of theoretical provisions and regulations, a set of mechanisms, methods, models, indicators and criteria for the development, evaluation and implementation of organizational measures to improve the state of personnel and the efficiency of its use.
For this purpose, a method for calculating the integral indicator of the organization's personnel management effectiveness on the basis of the system of complex partial indicators characterizing the activities of personnel is proposed. In the process of the methodology development, the following priority tasks were solved: the sources of information for the implementation of the integral estimation were identified; functional groups and a list of indicators are identified; on the basis of which an integral indicator for estimating the effectiveness of the personnel management is calculated; the procedure for determining the final value of the integral indicator is substantiated; a scoring scale, which is necessary to bring the values of the integral indicator to a comparative form, is developed.
